Because they were uneducated and couldn't be trusted to be informed voters with a grasp of how issues effect the nation as a whole rather then voting for gibsmedat or muh feelings. Although men without property and women were largely prohibited from voting, freed slaves could vote in four state, women could vote in New Jersey (provided they could meet the property requirement) and in some local jurisdictions in other northern states. Non-white Americans could also vote in these jurisdictions, provided they could meet the property requirement.

Also, Jefferson wanted the government to function sort of like a private enterprise (remember it's no coincidence that the great capitalist manifesto "The Wealth of Nations" was released in 1776).
