Oh God we're do I start, I went to highschool in Southern Maryland. Lots of Chads and Jamal's in the area. All of the local girls would jump into the bed with them and end up being shocked when they got cheated on. I don't think I knew a single virgin at that school.
School uniforms / single sex high schools, or better yet (but impossible) abolish public education entirely past 8th grade.
Lower age of consent BUT only for MARRIAGE and encourage marriage at a younger age by giving funds / college scholarships to married couples who intend to have children.
Some sort of matchmaking program would be great, imo the whole idea of "dating" is inferior to traditional courship / arranged marriage where the families of both partners play a role.

I went to a specialized science high school in NYC full of nerds, so at least 1/3 of the people there were virgins by graduation I'd say. Still plenty of degeneracy among the rest but at least not much on school grounds. The administration did a huge raid on people *KISSING and cuddling* in the halls and New York magazine wrote it up like 10 years ago.

Early sexual experience correlates with 2 things: lower IQ and a shortened sex life. While the average age of first intercourse is INCREASING(yes it's increased over 20 years), there are still kids that screw at age 14. These kids tend to burn out by their mid 30s and stop having sex all together(maybe no one wants them anymore?), while others marry and keep fucking.
