I think it's something that goes viral, like a stereotype, or a humor image. The definition might be broader or more specific, but that's what I generally associate the word "meme" with.

Belgium is a meme country, because their independency is a joke. They used to be part of a real country like The Netherlands.
It's not that I actually care about them becoming independent, but just looking at their country now is a joke, because their whole political system is a mess and there is too much difference between based Flanders and Wallonia.
