It's because of China, but not for the reason you expect. US-China relations are weird. We're not exactly enemies, but other than for international image, we can't really call ourselves allies as well.
North Korea gives the US an opportunity. We can put our bases on Japan and South Korea and justify them by pointing our fingers towards North Korea.
But let's all be honest, North Korea isn't a major player in East Asia. The real power that the US wants to keep in check is China.
But China can't complain. If they did, that would be the same as officially coming out and saying that they back North Korea. And considering the fact that Dear Leader has been doing all sorts of crazy shit, China doesn't really like North Korea either. It's useful to have as a buffer state but not much else.
