I also fully understand that the refugees claims are often fraudulent and that many are just economic migrants. But none of that makes one bit of difference. The policy of accepting refugees has been place long before the crisis began; it's an EU policy. That's why the refugees came in the first. Merkel just abided by it as she is legally required to do. I agree with your analysis completely. The west needs to take action in Syria. Absorbing the entire population of Syria in to Europe is not the answer. The destruction of ISIS is. Also, the removal of Bashir, who is incompetent and widely hated amongst Syrians and who therefore can no longer serve as nation's administrator. But Europeans have no stomach for serious military intervention abroad (or on the borders against the refugees themselves) and so Merkel just let them in. But more refugees will come so long as Bashir and ISIS continue to fight it out.
To save Europe, the West must re-engage in colonialism. To replace Bashir with a western-led administrative government and to destroy ISIS militarily and to repatriate Syrian refugees. The process of de-radicalizing the insurgents could take many many years. 10? 15? The nation needs serious economic development and stability and good governance to make people lose interest in Islamism. There is no other way, except to build Fortress Europe and to abandon humanitarian feelings entirely, the Trump school of thought - which might also be worth considering.

There are tons of militias which fit that description. Some were definitely backed by the west and that's in record. There are also groups that did not receive backing. ISIS, due to its roots in al-qaeda, would not be a group favoured for sponsorship by the west. The closest connection I've seen in the records so far - and it's more concrete than what you're quoting - is that some of the equipment given to various anti-Assad groups have fallen into the hands of ISIS, either through black market sales or ISIS' conquests or both. But there is no evidence to show western sponsorship and every reason to doubt that they'd do it.
