What the EU has tried to do is bring disparate states with long histories together in in a united, political unit. It's been 50 years in the making and may take another 50 years to finish.
The 13 colonies that formed the United States had a lot of disagreements with each other and saw themselves as separate for a long time. Each were established long before the USA was formed. Even then, it took an 8 year long revolutionary war, which not all 13 colonies voted for, one failed constitution before our current one was formed and a civil war less than 100 years later before all was settled.
It may honestly be an impossible task.

Why? Great so the EU gets to be high up on a scoreboard. All that being #1 in GDP would do is give people a chance to wave their dick whilst talking to Americans, Romania would still be shit poor, Germany and UK would still be rich, national inequality becomes effectively renamed to regional/state inequality and nothing changes.
An EU army would be so incompetent it would be amazing, the different languages and command structures would make coordination difficult.
All of this would happen at a huge cost as well, national identity and traditions are lost, national sovereignty is lost, incredible lack of popular support or enthusiasm for an abstract semi-democratic system with confusing processes full of people who they don't know or care about talking about things that are irrelevant to any given voter the majority of the time.
An EU super state would have literally all the problems of the current EU, if not more, with the addition of angry nationalists across Europe being pissed off that their politicians sold them down the river.

This is contradictory with the strongest military claim. One super state would have so much more leeway at diplomacy that it would dramatically diminish the need for a large military force. Add to it cost concerns and done.
PS.: When talking about a super state, remove the UK. They would never surrender their individual sovereignty to such super state no matter how lax the federation is set. Also, if it does happen, it would be nice to also see Albania, Switzerland and Norway into it, I am sure a satisfactory deal could be made given the added benefits of being a member.
