He was the only person there besides the guardsmen that had a gun.
Both surviving students AND the guard testified that they heard a shot BEFORE the guard opened fire on the protesters.
It's highly likely that he decided the escalate the situation to get those photos and advance his career, or did so at the behest of the FBI.
