Most of the markets/drug sites/"assassination networks" are scams and most chans are nonfunctional. The "redpilled" information dumps you can find on the deepweb are mostly available on the clearnet. It's mostly dead desu, it's been pretty heavily infiltrated by law enforcement.

It's all based around the concept of the onion router (TOR) at the moment, and it's not a great solution for long term anonymous ops but it's infrastructure does make it good for the exfilitration of data without having your location revealed (as long as you don't keep using it for the same place) pending your data being routed through a fake/subverted node in the network.
Using the TAILS os can get you a bit more anonymity/security, but it's by no means 100% safe.
