wouldn't be surprised if it was 100% true. Japanese religious belief at the time gave them the moral authority to do pretty much anything to the rest of the world.

It happened, but it wasn't ordered from the top.
The military top brass specifically gave orders to be respectful and avoid alienating the population.
The problem was the lower ranks were full of ultranationalist extremist radical officers who were proving difficult or impossible for their superiors to control and wanted to punish the Chinese.
These same elements attempted two coups, one in 1936 and one when the final surrender was underway in 1945 and assassinated many influential people who showed signs of weakness and through this coercion had a major influence on Japanese policy throughout the war as they had to be appeased .
