Communism is supposed to be the end result of the transitional socialist period, where the trappings of the state fall away and all that's left is an egalitarian worker's utopia. At least that was what Marx wrote. So the first step to communism is to establish a socialist state.
Socialism necessitates an extremely strong central government capable of seizing resources from some members, and redistributing them equally to other members. So there's three basic parts of that: 1) seize resources, 2) assess how to redistribute, and 3) actually redistribute. Step 1 requires a powerful internal security force capable of seizing resources regardless of resistance. The social groups that have resources want to keep them, and will resist any attempt to seize them by force, so the security force must be able to exert more violence than the most resource rich sector of society. So basically an internal army for use against one's own population. Think the NKVD (google it). Once you've got that internal army, you start seizing shit. This is where the oppression and mass murder begins, as nobody wants their shit seized.
Step 2 is to figure out what to do with all the shit you seized. With an entire country to administer this means a massive centralized bureaucracy, usually in the capital. Trouble is, is that centralized bureaucracies suck. They are ignorant of local conditions, and know fuck all about the wide variety of resources they are administering. Would you hire an accountant or a lawyer to run a farm or a mine? So such bureaucracies are horribly inefficient resulting in waste that would leave you stupefied. This means the internal army has to seize more shit to make ends meet. Think the Holodomor (google it). This is where the oppression and mass murder intensifies, as now they have to seize shit from everybody, and not just the kulaks.
Step 3 is when the people start getting what was redistributed. Trouble is, is that centralized bureaucracies usually end up being corrupt as fuck as well as inefficient. Since they're located in the capitol, the capitol gets the lion's share of resources, and the provinces get scraps. So if you're a worker or a peasant who's supposed to be on the receiving end of all this socialist bounty, what's really happening is that you've been enslaved to enrich the bureaucrats in the capitol, and if you don't like it they'll send the private army to come fuck your life. So you don't complain when your shit is seized and you get little in return, but you don't work your ass off any more because whatever you produce is just going back to Moscow or Beijing anyway. Productivity goes to shit, and everyone, even the capitol, has a smaller pie to divide. This is where the poverty starts. Since centralized bureaucracies are incompetent, they don't understand what's wrong, and try to squeeze more out of the serfs through violence. This is where the oppression and mass murder reaches a crescendo.
