When drugs are illegal they'll be used less than if they were legal. When drugs are illegal to acquire them one of two things are required; you have to be friends with degenerates which more often than not makes you yourself a degenerate, you have to be willing to go into shady neighbourhoods where degenerates thrive. And you have to be willing to risk your future freedom for immediate gratification. Drugs being illegals keep drugs within the social spheres of degenerates and it rarely goes outside that.
