I dont know how things work in spain but how about ending welfare for single mothers on grounds that they are single parents? which will have some outcomes one being hardwork and being successful the other finding a partner or the state will take their children away all are better than what the US does now which is just give them money and screws over the stupid men who impregnated them. Since resources are already being thrown at a never ending problem, perhaps these undesirable women with children they are about to ruin, should BOTH be ward of the state.
There should be large auditorium type buildings for women and their children to live in small dorms, then they should all cook and clean for one another, perhaps even volunteer work while the mothers are getting educated for some career, while the women are not allowed to drink, smoke do drugs or have any kind of sex until they are self-sufficient.
This would be a great motivator for a woman to straighten her life out, become educated while still on taxpayer funds, until you can prove you can be productive, yours and your child's life will be spent serving the state

I agree with this, but humans cannot solve this question. Love is too abstract and the reasons people don't stay together are completely arbitrary. It is much easier to solve the poverty issue with money than it is to solve a philosophic puzzle.
