If you were in a concentration camp, but made it out alive, you are a "Holocaust survivor."
If you hid or weren't in a country that had German occupation, then you are not a holocaust survivor.
You cannot "Survive" something that you weren't subject to. You aren't a "Survivor of torture" if the torturer never catches you.
