They don't make you smarter in a literal sense, as in improving your IQ or something like that, but if you're a bit of a low energy or easily distracted person then it definitely has the end result of making you smarter because you can now do more things and learn more things without getting distracted and your mind is focused enough that you tend to solve problems a lot easier. It's hard to figure something out if you're a bit distracted and you're really only half paying attention to it.
Sure, if you had someone who was very good at naturally focusing on tasks and you put him on stimulants then it probably wouldn't be a huge difference, but most people aren't like that, especially not in the modern day world where video games and entertainment have given most people the attention span of a gold fish when it comes to reading a book or doing anything that isn't extremely engaging.

I have ridiculously bad social anxiety when in class room settings. Public speaking and reading out loud isn't scary, but it causes an extreme fight or flight response.
My body becomes nervous about being nervous.
I went to the doctor and asked for Propranolol and he gave it to me in seconds. Take 10-20 mg about 30 minutes before public speaking and you wont feel any anxiety at all, and have balls of steel.
