Well, you'd need yuge economic growth to diversify against leveraging an energy export economy. I imagine that would mean domestic productive capacity and strategic investment into future growth industries, technology, and self-sufficiency in the face of upcoming resource war turmoil.
I believe some of those elements are already in play, but I don't know and can't say how best to elevate the standard of living there. I imagine you'd want to retain and improve the focus on cultural development and avoiding Western degeneracy in order to promote healthy lifestyle.
