Legalize or decriminalize drugs and if legalized sanction a government monopoly on them and make the prices such that they're far below than what the dealers sell them for with far superior quality. Make attempts to destigmatize seeking for help and direct people with problems to counseling and specialists on the matter. Drug problem solved with half to quarter of the current cost and people will probably be healthier.
