well countries like romania, turkey ( or the byzantine empire since they never went full shitskin because of asian ottoman invasions ), poland ( since there would be no ukranian state ) and other states with acces to the black sea and the seaside states which would be probably inhabited by germanics would be kinda like england, netherlands and france by fighting for colonies in asia and establishing colonies, always waging war on each other. also these countries would be spread accros more territory since there would no russians to take the land

also the lack of a russian state would influence history a bit, but not by much since most of the russians, and their influence was concentrated in european lands. their achievments would be atributed to other european nation, since they were already very much inspired by europeans in what they did, we all know that russians were not the most innovative and smart people prior to communism.
they supported some european countries in wars and battles but their contributions were not substantial so i guess european history would a little changed, but not by much, maybe a few borders are drawn a little different here and there
politically the biggest consequence would the lack of a communist superpower in the 20th century, so communism would not have spread that much due to the lack of a support from a certain red army.

I think it'd be interesting to see how Japan might have turned out without the Russo-Japanese war. The battle of Tsushima did influence their decision to attack Pearl Harbor. A slowly expanding Japanese Empire might have continued to exist past the 1940s.
So... The Japanese get their own fishing spot to be proud of and don't even need to deny Finland's existence.
