it's essentially a subsidy for the american defense industry. american aid is like 1% of israel's annual budget and a large percentage of the money has to go on buying american weapons/products.

Sure, Israel is US foreign aid's second largest recipient but its not like US was giving obscene amounts of money to kikes only. And third and fourth largest recipient (Egypt and Jordan) get roughly the same amount of money Israel does, which itself gets like a half of what Afghanistan does.

You can apply for aid to the United States and it's a way of saying, "If you could help us, we'll do X, Y and Z.", though not always.
When Israel was formed in 1948, Truman took lots of political risk because Jews were still not as popular in the US. They applied for US aid as a burgeoning democracy in the ME and they got it.
Through out years, they kept asking for more because they were absorbing refugees/immigrants from the former Soviet bloc, which the US had a HUGE interest in making sure that they left those countries.
In fact, during the Cold War, Israel was the US's only major partner in the ME and this partially explains how the US's undying support for Israel was ACTUALLY born. A lot of people love to point the finger at the Israel Lobby, but the relation got its major strength during the Cold War and this is also why the US was always flaky, at best, for its support of the Palestinian aspirations.
The landmark/watershed moment that essentially made US aid to Israel pretty much part of their annual budget was the 1973 Arab Israeli. This was also a major moment for the US/Egypt relations too, which is why US also can't really backout of its obligations with Egypt.
Essentially, the US brokered a lasting peace between Israel and Egypt, Israel's biggest adversary in the region, and essentially promised them unending support.
This peace holds to this day and has given Israel (and Egypt) an almost permanent position on the American payroll. Of course, they also used some of this cash to install strong lobby groups within US to milk more cash out of the US, as well as undying support in the UN.

- While different lobbies, naturally, promote the increasing of the amount of money being sent, it's not to deter from the US interest in sending this money. In Israel's case, this money allows, as a work around, to increase the governments investment into (US's) domestic weapons and technology industries, an exclusive access to many developments and technologies made in Israel and other strong cooperations (mostly intelligence) between the countries. Beyond that, this allows the US to have a large footnote, as well as direct power, over Israeli government and politics. And lastly, as Canada-Anon said, this insures Israel 'loyalty' as a powerful strategic ally in key geographical location of the globe.

No. That speech had one purpose: antagonize the deal that was being made with Iran.
