Yes, without it Romney will attempt a brokered convention. Even if Trump has the necessary delegates, having a resounding majority of primary votes will go some way towards calming fears that Trump isn't viable.

When you consider that half the country doesn't even vote, it means candidates who get a really good turnout can make a state go in a completely different direction, even when it's normally considered hopeless for one party.
Still, corruption can work against this if the usual majority party is particularly entrenched. My grandmother works during elections in New York. She said she's been instructed to simply throw out military absentee ballots without even looking at them. My understanding is that military people usually vote Republican, even when they're originally from the cities that go Democrat.
