There is no overlap in the definitions of those two things
Why should you not require experience for a low level management position? Complaining about needing experience to become dish washer or server is one thing but management is another. It is very easy to acquire the necessary experience for a place like Chili's by working your way up at literally any other place. Why should a company let you manage other workers when you have never been in the servers shoes or management shoes?

They asked in the interview "What is your 1 year experience in Java and PHP?" and all I did was describe the 2 semesters of software development classes I took.
