The culture argument doesn't work. If you look at crime by race throughout the entire world you will see that different races generally have the same crime rates across the world. Niggers have a typical murder rate of 8-10 per. Niggers in America have the same rate. White people typically have a rat of 1-3. they have the same rate in America.
