T.O.P.S. actually doesn't drain much of the education budget because even though many people qualify the percent that go to college and maintain the grades to keep tops is very low.
The state's budget is fucked because it's Louisiana and higher education was just what they decided to make an example out of this year.
And what a surprise, after the uproar it turns out we had plenty of money for tops after all.
However, bernbots have been using the "look see TOPS doesnt work thats why we need free college #feeltheburn" when if anything TOPS failing shows the huge issue in relying on the state to fully fund higher education.
I'm against tops from a moral standpoint but as a piece of shit college student I can't help but appreciate it.
Tops only pays about half of my expenses anyway, the rest comes from other scholarships and my work.

I lost TOPS after my first year, but it still is a good program IMO. State funding for those who do well in school provides incentive.
And as in my case, it was cut justly since I didn't maintain the grades. Hope it stays it really does help.
