In Argentina 13 is the age of consent for minors, if you're 17 you can fuck a 13 yo girl but if you're 18 you can't. It's probably the same in a lot of the blue countries.

Basically people in that society agree that a person of a certain age either is or isn't mature enough to make a decision for themselves regarding sex. This usually coincides with the society's legal definition of an adult, but not always. What works for one society may not be acceptable or work for another.
