Poverty is a choice. My parents made a total of 20k a year and lived in a 90% black neighborhood. That didn't stop me from working hard in school, getting good grades, a full ride to university, and a high paying job.

Even if you create a system like Soviet Union, then everyone is more or less equal, but tiny minority is so above everyone else they don't even need money, they have the power to do whatever they want, and that leaves a lot of room for abuse.
