The local Puerto Rican government can introduce legislation into the US congress to become a state. The house and senate then vote on it. It happened plenty of times and congress always votes 90% no.

I'm not sure why you think it's some sort of magical impossibility for it to happen. There is a route for statehood for places that want to become a state. If both Congress (by a 2/3 majority) and puerto Rico decide that Puerto Rico should be a state it will be a state.
