There's a very large group of NEETs and the like(doesnt have to be actual NEETs, students can count too) that aren't doing anything productive. Forcing them to follow a tight schedule would do them a lot of good.
It also does a decent job at preventing people from becoming disconnected beta pussies, preventing more-so than curing, but curing too.
I'm in favour of a stronger European military, so that would be part of it too.
