Graffiti is cool when people with artistic talent do it. There was some great stuff around Pittsburgh when I used to live there. There were always stories in the paper about graffiti artists battling it out with the local cleanup crews... it was classic.
Good paintings with authorization of the owner are fine.
Shitty name tagging that only makes the city dirty is not ok. Beheading is an appropriate response to it.
