No, he said he wouldn't GIVE any orders to soldiers to break the law. More than a nuanced difference with that one. He thinks the US should waterboard (and more) so as to act as deterrence (similar on his position on having the biggest military.) but given they can't he would like to change the law if possible.

Not sure, probably disagree. He's never been in this kind of position before. He simply lacks experience at this kind of thing and probably suffers from often doing what his gut instincts say. At this stage he needs to change his method (which he has slightly, though you can;t tell during that debate simply because of how crazy and hostile it was)

He has been relatively consistent (by political standards) It's just that he doesn't clarify STRONGLY enough, and even when he does the media rarely tells anyone about it.
