Get rid of all the music artists that promote black people to be like this from a young age.
You'd have two options:
1) Put a ban on this type of music. Which will have a couple of affects such as chimping out and looting, and banning things because a few people don't like it doesn't always go so well.
or
2) Make it unpopular. Force it out of the mainstream music industry and let it die, so people will eventually forget about it, forcing blacks to take up another type of role.
Second choice is more of the realistic option.
