1. He was adopted by the Kents. Under US law, an abandoned child who is adopted as a baby by US citizens receives US citizenship.
2. He was "born to this earth" when he emerged as a baby from his rocket. In some Superman comics, this line of reasoning is used to not only justify Superman's citizenship but to also make him a "natural born" citizen so that he can run for President.
The better question is whether Superman is a "person". But if corporations are people, I guess Superman is too...
