Our military is not allowed to execute or even assault terrorists. Most of our firefights in the Middle East are done from like 1/2 mile to a mile away. Often times our soldiers just let them go whereas back in the day they would be hunted down or rushed and charged with bayonets.

Smart military's don't chase. Look at the Romans. When the most disciplined armies broke their enemies, and chased wildly after them when they routed, it often lead to traps or them getting killed when they moved in a disorganized fashion into the enemy who had regrouped by then.

That shit stopped during WWI with technology. Wars were won through attrition or basically whoever had the most bodies wins.
In 1945, after the failure of letting the diplomats make the 'permanent Versailles peace' with polite reparations etc; the victorious Allies instead of hanging Nazis from lampposts and other traditional postwar victory shenanigans, it was decided to let military lawyers have a go by inventing the concept of 'war crimes' and trials.
Afterwards we legally hung enough Nazis and went away happy to rebuild Europe...
But post 1945, now civilised armies are schooled by these military lawyers to invent rules of engagement and reasonable force etc etc... and no civilised army using these laws has ever won a war since...

If you took/held the objective, and they fled, what's the point of chasing and risking lives? If you've read much on siege warfare, you'd realize that it's about winning sieges and taking cities. Not battles. Battles are chaotic and history is full of tales of great armies being beaten by a smaller enemy. First one that comes to mind is Agincourt. You can win as many battles as you want, but unless you control the towns and cities where the fighters flee back to and have more children -etc. it won't matter.

I assume you're referring to teutoburg, of course there are teething problems which led to some massive disasters, but once province's became fully romanised they became a vital asset. Iberian troops where considered some of the best in the Empire and after the Legions withdrew Roman Britions still considered themselves Roman for a good while
