You can post a pic there with information like where you found it and other information.

Promote neutering pets, any strays should be either catched and put down or be adopted(after neutering). Thing is the problem will gradually dissapear if you keep this up, which clearly prevents animal suffering in the future.
And yes it should be done by the government for it to be effective.
Why? Strays form a public healthrisk. Just like Carcasses should be cleaned on roads and in populated areas. They attract wild animals and cause diseases. A rabid stray-dog is no joke.
