A fair amount of people are born in the US to a Canadian citizen who was born in the US. Thr Canadian government considers these people citizens and they merely need to apply for proof of citizenship.
It's also not that hard to get a work permit as a productive adult. I have one under NAFTA as a Computer Systems analyst to worm across Canada. Problem is that has a four year max and then a cooldown period.
