Also putting the wall 20 ft deep is also possible (although probably extreamly expencive. This is putting aside agents actively investigating where drugs and immigrants are coming through, these guys actually pick out a lot of tunnels.
Obviously some tunnels will get past detection, but a lot can be done.

Considering that in order to dig around a concret footing you would have to effectively dig 2y+x where y is the depth of the footing and x is the thickness of the footing. Assuming its a 6ft footing, (which is the norm) and the wall is a minimum of 6ft thick and in order to squeeze a person through it would need to be a hole of at least 2x2ft you're talking about shifting 72 cubic feet of dirt. That would take some time indeed. Im sure border guards would notice a 72 cubic feet pile of dirt on the mexican side of the wall.
And I'd say that 6ft deep and 6ft thick is quite conservative, I'd imagine it'd be larger.
