The highest black percentage is 37%, in Mississippi, everything else is below that and is either slowly decreasing or making very marginal increases.
Hispanics are only really a large minority in the border states and big cities. And Texas is the only Southern state with an immensely large non-white Hispanic population.

The rest of the Hispanics choose 'black', 'Asian' or 'Native'. White Hispanics are more often then not, white and make up about half of Hispanic.
IIRC, 80% of Hispanics are listed as white on atleast one government statistic. Just not on the census, in case you've ever actually filled it out.
