This is nonsense. Ashkenazis' paternal lineage is Near-East, and their maternal lineage is European; and as an ethnic-group they're quite "new". Unlike Christian Europeans, Jews had a culture that actually encouraged the intelligent members to thrive in progeny. The Catholic Church welcomed the most intelligent Christians into the clergy, and then forbade them from having sex and reproducing —whereas there are no such restrictions in Judaism. Naturally, the most intelligent people prosper, and, when not cucked by Christianity, have the most successful children. Those that are less successful and are, therefore, likely less intelligent, have less children and so less of their "dumb genes" survive —hence the high average IQ of Ashkenazis. It's basic evolution and has nothing to do with inherent superiority in the Germanic people.
