Why would they? The US is the consumer market for these businesses. When they move, they won't be able to sell any goods in the US without paying even more in tariffs.
Moreover, the business climate in the US will only grow more lax. Starting up businesses will become easier, so any business that move offshore to complete isolation from the US market will be quickly replaced by US businesses that will produce a better, more highly-desired product.
Let's not even mention the fact that these businesses have been primarily paying for foreign labor while employing relatively few people on the domestic end. They won't be missed when 1,000 other businesses will be leaping for joy at the chance to replace their share in the market.

Or... you raise the prices of goods. It won't be that large of a jump, so consumer demand should be relatively unaffected. Oddly enough, the difference in cost between US production and foreign production isn't massive. It's actually really close at this point, with goods only costing 5%-15% more to make here.
The biggest barrier to businesses shifting production to the US is the fact that any foreign assets will be heavily taxed when they reenter the country. Alleviating that should bring back a massive amount of jobs alone.
