Many states have a 20% floor to win delegates. So if someone gets 19% of the vote, they don't get any delegates from that state. In Georgia this will likely mean Cruz will get nothing since he has fallen into the teens while Rubio is right at 20%. It's quite possible Trump will end up will all the delegates by virtue of the other two main candidates failing to reach the 20% floor.
