When we talk about low birth rates in North America and in Europe, all we're talking about is the welfare state and the ability to pay for our commitments. There's actually nothing wrong in political or societal terms with an aging population. The problem is our ability, in the US for example, to pay for social security, medicaire, and other government programs. Fewer young people means fewer workers contributing to the system.

Everyday our companies and industries use money that is created out of nowhere in banks. We borrow tomorrows money to build shit today. Because a low birthrate causes an elderly population. As the birthrate decreases, the working man is crippled by taxes as public spending obligations increase. More elderly means more pension payments and more hospital bills. Someone has to pay for these things and it ends up being the taxpayer. Basically unless we get more young workers or kill the elderly at retirement age, we're fucked.
