I don't know when during the debate this is from but if it was during the second half, there's no way it's a stimulant pill.
Stimulants take 1 hour to have a noticeable effect (methylphenidate and amphetamines) if you take the pill like that with only water, if you eat before it's a bit faster.
The instant release ones last for 4 hours and peak at around hour 2 and that's for methylphenidate, amphetamine acts longer.
If he is on stimulants, he would have taken them before the debate which was less than 3 hours so he had no need to take a pill (and risk his campaign) during the debate.
Profuse sweating, smacking and licking lips all of which Rubio does are signs of amphetamine abuse.
