That might still be the case, given the high rates of felonies amongst black males. They can vote before they're felons and after their sentence (including after-incarceration deals) is over, but a good number of them at any given time are unable to vote.

This is funny because Bernie Sanders was something of an icon during the Civil Rights Movement. This, in fact, is how he got his start in politics. It's how he won elections, it made him popular among liberals and minorities. But now he's so locked-in on the topic of wealth inequality, he won't even bring this subject up while Hillary siphons off all the black voters.
