Even from a humanitarian view she did a lot wrong.
Instead of setting up strict rules, ensuring the most vulnerable people (the women and children) receive priority, thus also reducing the negative societal impact of the refugees on the receiving country and their people, she flung open the doors and accepted everyone.
Instead of diverting the majority of the refugees to countries more similar in culture and beliefs, she mixed two incompatible cultures, which in turn is causing suffering for both the refugees, who are unable to join the female-inclusive workforce, and the country's people, who pay for the refugees' cost of living. This again causes issues of racism and hatred.
What she's doing is no more than a nation-spanning act of self-flagellation in an attempt to atone for Germany's past, and both the German people and the refugees are suffering from it.

Nobody wants to see these people suffer. Everyone wants to help. But telling them to undertake this massive risk was a mistake for everyone involved. Merkel could have pushed for an intervention in Syria. She could have donated money to UN refugees agency. Pressure could have been put on Saudi Arabia to accept people. Any number of alternatives were available. She picked the worst in a cynical attempt to get cheap labor while virtue signalling.
