Why the US police patrols consist of just 1 officer? Here a police van and patrol always have 2 guys. A patrol of two can have a lot more situational awareness and there is less of a chance someone attacking you. When you are alone you have to be very careful and pull your gun out very often if there's a risk you will be overpowered. Doesn't make sense.

The cops story is the guy surprised him by "popping up" out of the car, he never called in "shots fired" only that the guy was "refusing to leave the vehicle" (he was hit in the neck an paralyzed). The cop then starts looking around the area he shot from, obviously looking for his shell casings, and only admits he shot the guy after his CO tells him to go back to the bar he had left to see if he was shot there.

The blurred out section in the middle of the film is the victims wife. She was thrown from the truck and laying unresponsive. If you watch the longer vid you'll see that the cop never checks on her. He just looks around the body for his spent shell casings.
The pig also didn't tell anyone that he shot the victim till the paramedics were making a fuss about the guy actually being shot. An investigator told people to go back to the bar, where the victim just came from, to see if he was shot there. After all that the pig confessed only when asked if he shot the victim.
All charges dropped since they stated the cop "accidentally" pulled the trigger twice.

"Law Enforcement" is such a popular term used because it includes all categories of people who work in it (Prison guards, patrollmen, wildlife officers and rangers, border patrol, maritime patrol, detectives, management and office guys, trainers, specialists) while "Police" is just a term just for Officers whose tasked it is to patrol around in the field.

I live in a fairly small County where a 2 bedroom 1 bathroom rundown shack near(not on) the beach costs $650,000(so basically an upscale community). On a regular basis I see cops chasing people around the street, 2 cops were killed a few years ago responding to a domestic dispute, there are homeless Mexicans smoking crack out of beer cans, stabbings, black tar heroin trafficking, robberies and just the other week a crazy guy was arrested claiming he shot and killed someone(he didn't) and was found to have a stockpile of weapons in his house.
Looking around at my tourists town 99.9% of people would never even guess these kinds of things go on in the backstreets.
America is going through a dysfunctional culture crisis right now and police(even in upscale communities) have to deal with fucked up shit on a daily basis. When they were told to step down in certain parts of the country because they were being too violent, those parts turned into ghettos and Detroit's overnight.
