I work in American construction.
Residential construction is easy as shit. You basically go in to your county (local gov't seat) and say "I want to build a house here". If it is zoned for residential then the answer is "yes" if you own the land. I've only heard them say no when someone basically wanted to build a house in a gorge that would flood in a foot of water every single spring.
If the county has info pertaining to geology (ie., elevation, drainage, borders of land, etc.) they give it to you.
Once you have a permit you pretty much just have to not be a retard and make it into a pile of sticks held together with tape (at least for us builders you have to get a few inspections for safety, but they are simple and straightforward).
