To be fair, if Hungary had a slighty more fair borders, and Slovakia would be a single county like today, or it would had stayed with Hungary, it wouldn't be so bad.
The main reason this map is bad because Eastern Europe is fully open to invasion from any direction, as WW2 proved, the tinier states, which all tried to became one-nation states, just didn't have enough power to stand on their own.
