When the cops went in they called whoever immediately and had the building condemned. There was a pile of rotting trash over 6 feet tall in the kitchen, and because her toilet stopped working, she started shitting in bags and leaving them in her bathroom. There was over a foot of composting shit in there. Most of the house had to have the subflooring replaced, I know the bathroom (and maybe the kitchen) had to have joists replaced. But once you're hired, it's really hard to get fired. It's a government job after all, so to fire someone it takes a shit ton of red tape. Plus then you're open to all sorts of legal issues and in the end it's just not worth it.
If a cop starts getting fat you just pull him off his beat and stick him at a desk. That way he isn't fired, and he isn't out on the street stuffing his face instead of working. At the desk at least you can keep an eye on him.
Even if he's stuck at a desk, he's still technically a cop. i think the reason fat cops go out on patrol could be one of two reasons.
1. They have a minimum number of hours they need to be out on the street doing something.
2. They're forced to go out by their superior in an effort to make them want to quit. Being stuck at a desk was supposed to make them want to quit, but everyone under estimates the laziness of a typical fatty. The higher ups want to speed the process up by forcing the fat fuck to go out and actually do something, hoping he'll just quit instead.

State police officers have the toughest regiments when it comes to law enforcement. Thats why almost exclusively look for people with military service over private sector applicants.
As for being obese, it doesn't matter once you're in. Most of the senior officers eat greasy disgusting foods because it calms them down. I have 3 family members who became fat in the police force because of the amount of bullshit they have to go through.

It's a yellow serum that lines the bottom of the tube when you get your blood drawn.
