The Northern Hemisphere is plentiful with water at the moment. While the Southern Hemisphere has its water tables nearly depleted. African populations are practically exploding. Once the Southern Hemisphere dries up of fresh water, most of these countries do not possess the means to desalinate water on a large industrial scale. That means they are going to go North where the water is. We're talking hundreds of millions of people at our doorstep. Do you let the people who have proven themselves incapable of developing an advanced civilization take over? Do you give it to them to destroy? Or do you take drastic measures to stem their absurd population and/or population growth.
So really it comes down to a matter of us vs them.
