In response, there has been one main criticism to that research: "How in the world could increased college assistance have come BEFORE increased tuition costs?" "Go ahead," exclaim the skeptics, "look at the historic record. Tuition increases came first! They were not CAUSED by expansions in financial aid!"

We decided to fact check this critique by doing precisely what was asked; looking at the historic record.

[The following dollar figures have all been adjusted for inflation.] From 1971 to 1981, annual tuition and fees for higher education only rose $2 for a public two year facility. [2] You read that correctly. ONLY two dollars. For a public, four year state school, in state tuition and fees had actually DECREASED $190. For the same period of time, a private four year institution, ALSO decreased by $304. [2] This is very important to note. It means that the cost of higher education was NOT rising at an alarming rate at this point in history. Rather, it had actually decreased or, at most, broken even. (depending on the circumstance) Since that time, however, tuition unfortunately inclined sharply.

So then, what is the record on financial aid for higher education? Unlike the claims from the critics, expansions in financial aid programs DID come BEFORE the start of the tuition crisis. Federal financial aid had its start in 1958, with the National Defense Student Loan Program for low-income students, the precursor to the Perkins Loan Program, and soon after with the Health Professions Educational Assistance Act of 1963 [a]. Note, however, these were relatively small programs and therefore didn't necessarily distort the market in any impactful way. They truly were helping low income individuals, and thus were not wide-scale programs.

It wasn't until later, in 1965, 1972, and 1978, when the financial aid that we recognize today began to take hold. In 1965, for instance, the precursors to the Pell Grant and Stafford Loans were created as part of the "Higher Education Act. [3] At that time, a key change occurred in the way federal tuition loan programs were financed. "Instead of using government money directly, the loans would be made by bankers. But if students defaulted, the government guaranteed that IT would cover the tab." [4] Think about this perverse incentive for a moment. It meant that capital could be offered in the form of student loans under the presumption that profit from said loans could be kept privately, but if and when losses arose, banks and investors wouldn't have to lose their money since TAXPAYERS would foot the bill. Effectively, this was socializing losses while privatizing gains. It would take years for this perverse incentive to grow into a large scale problem, but it eventually did.

In '72, the precursor to the Pell Grant was created, but more importantly, Sallie Mae was created by Nixon and the Congress. Sallie Mae was a firm that received help from the treasury to buy student loans off of banks, freeing the banks to then offer even MORE federally insured loans. Since that 1978 expansion, the cost of higher education increased more than 13 fold; about 1,225 percent. [5] To put that into perspective, in the same time period, ordinary inflation (CPI) had only increased 279 percent. [5]

CONCLUSION:
NO, massive and alarming increases in tuition did not occur PRIOR to expansions in financial aid. The expansions in financial aid occurred PRIOR to the tuition crisis. We have a legitimate problem on our hands, and it's important that it be properly diagnosed if we are ever to fix it.

In Canada we have hundred series courses that imply difficult and 'year', like 120 for a first year sociology, 220 for second year, 320 for third, and 420 for 4th. You can't take higher course unless you gain the require prerequisites. The courses are pretty intense, it's measured by hours of lectures per term.

In the old days kids as young as 12 or 13 would begin learning a trade much the same way a student in a trade school would, until they had enough skill to become a formal apprentice in their adult years. They Ivy League is not some vague category of super elite schools, it is an actual, tangible thing, a conference of 8 specific schools. this logic doesn't hold. degrees are a specialized education. It isn't scarcity that drives its value, it's your ability to make use of that information. It's like saying if everyone has a driving license, it makes the value of driving less when in reality that's really a stupid way of thinking about it. drivers drive to do something, degrees are knowledge you HOPE to use to make value.

Try searching and searching and reading articles all day at a library. There is a reason why I have a collection of PDFs for my thesis on my computer and not photocopies. Journal articles also require a prerequisite level of knowledge, knowledge you master after your sophomore year. Also, you are just admitted that you can't bring value to a project.

Certs are never the way to go because it drives flash in the pan technologies, and it doesn't enable project managers to target greenfield tech. This is where having a CS degree shines. But, i guess, you are contempt with being a code monkey.

The pursuit of certs has ruined tech because it cause a glut of skills without demand, because people pursue lucrative certs and get stuck ONLY knowing that shit. A few things to note:

1.) The elite universities in the US (and other countries, for that matter), tend to pick the best students they can get. So the admission process is based on selection, a rather tight one. European ("free") universities accept anyone who has the formal qualifications, e.g. a high school diploma. Heck, at my old uni, any bum who finished high school could get a spot.

Which leads to ..

2.) The role of these universities. The European (free) universities are meant to provide education to the public. Not just the best students, not just the most talented individuals, no. The public - all of them. It's reflected in the size. Harvard has something like 7k undergrads, whereas the University of Vienna has close to 90k. The UoV is a public university with public lectures. Anyone can just walk into a lecture hall and learn about thermal quantum field theory, or about the anatomy of rats. These universities have a long-lasting tradition of providing education to anyone who seeks it. Deviating from that old dogma is not off the table, but it has a solid backing in the public.


.. and last but not least - these rankings tend to be very US and UK - focused, and most of them were designed like this: We consider places like Caltech, Stanford, Harvard, and Oxbridge the best universities, therefore our ranking measures how well other universities compare to them.

Do you really believe everyone with a degree can "think critically" with a degree? You are a fool to believe that. College are just churning out students today with a piece of paper that says they have a degree, but really shouldnt have one. This only hurts people even more who do have a degree since now everyone has a degree. This is probably why you are going for you masters, since bachelors means nothing today.

But if someone goes for their certs instead, its cheaper in time and cost. They are also more adaptable to the job market that is becoming more and more specialized.

Economics just frowns upon the usage of the word free... because it is what it is, it's misleading.

Parents of college students have to pay ridiculous rates of taxes where college is 'free'.

College graduates have to pay ridiculous rates of taxes when they get a job after college...

And people working without college degrees still have to pay for high rates of taxes.

Question is;

Does society want to simply sidetrack the issue and just solve the problem with more taxes.

Ignore the issue and let individuals and families figure out how to pay tuition.

Or figure out why tuition expenses skyrocketed like crazy in the past 30 years and find a way to lower them back down again

Or a mixture of any of the three.

Certs are fools gold. They ruined the tech market in the early 2000s. Certs aren't adaptable and they create a misdirection of skills that make the adoption of new technology harder.

If you honestly believe a degree in CS or Computer engineering is comparable to a cert, you clearly have no clue what those degrees mean.
