You have to remember a few things when considering this
1. Most refugee accommodations do not have cooking equipment other than an oven and microwave
2. Most refugees cannot speak English
3. Most refugees want to assimilate into Canadian lifestyle
4. Syrians, Iraqis, Afghans etc come from countries world famous for their cuisine
It is worth remembering that Syrian cuisine, while delicious is very expensive. It is heavily rice based and rice is not a cheap thing to prepare. Syrians need this money to be able to buy the correct rice to make authentic Syrian food so that they can have an easier time fitting into the Canadian lifestyle. As most of them don't have pans, forks, etc provided with the accommodation they also have to buy these. So they need money for that too. A good cast iron pan can cost $40 just by itself and they don't last very long because Syrians cook for themselves EVERY night because they have a better culture that doesn't rely on takeaway food like the Canadian culture so they need to spent at least $60 per week on utensils and equipment.
As they can't speak English they also can't go to a McDonalds or whatever and grab some cheap burgers. Most people in the fast food insustry are fluent in English and therefore unable to communicate with refugees. Now in my opinion the fast food industry should stop hiring non-refugees to solve this issue and the WELL EDUCATED Canadian customers can just learn the Arabic for 'big mac' and stop being so fucking entitled. Anyway, because of this the Syrians have to cook at home which increases overall food costs. This cash is necessary
