While truth in the media would be great, it will never happen as long as the same people are in charge. Which unfortunately I don't see changing anytime soon. i think the first solution, and this is a very serious answer, not a joke, is to start caneing people again. Take a list of the prior crimes these monsters commit, and do a statistical analysis of what crimes leading up to murder are most often committed. Ten lashes, and then three months in jail followed with another ten on the day they leave for less severe stuff like petty theft. Aggravated assault - a hundred lashes, in groups of ten, meted out once a month until ten months is up. Burglary and car jacking? 200 lashes on the same schedule.
Cut down on prison time, but make it much worse. It would also keep them more docile and unable to spend their entire time in jail lifting weights and causing trouble.
Everyone who commits anything above a class A misdemeanor gets ten lashes right off the bat, but is let go immediately. let them ponder if they want to remain a criminal or not
